One of the most important things we help our clients understand is that import rules are not the same across these countries. Each market has its own legislation, tariff structure, and incentive system.
South Korea as the export source
Korea's used car export industry hit a record $8.9 billion in 2025, up 75% year-on-year, driven heavily by demand from Central Asia and Russia. Korean vehicles — predominantly Hyundai and Kia — are particularly popular because they are right-hand drive compatible and offer strong quality at accessible prices.
Azerbaijan
All imported vehicles must comply with Euro 4 emission standards. Customs duty is calculated based on engine displacement and vehicle age. VAT is 18%. Excise tax applies to engines over 3,000cc. Fully electric vehicles enjoy a 0% customs duty and VAT exemption (extended for 2026), while hybrid VAT exemptions were abolished from January 1, 2026. Clearance is handled by the State Customs Committee (DGK).
