Azerbaijan
Azerbaijan prohibits the import of passenger vehicles older than 10 years. The minimum ecological standard is Euro-4. Customs duty is calculated per cubic centimetre of engine displacement and varies by engine type and vehicle age. VAT is 18%. Electric vehicles up to 3 years old are fully exempt from customs duty and VAT. Hybrid vehicles under 3 years old with engines below 2,500 cc are exempt from VAT. Clearance is processed through the State Customs Committee (DGK).
Russia
Russia has no age limit for vehicle imports, but older cars face higher per-cc duty rates. The most significant 2026 development is the recycling fee (утильсбор): since December 2025, it is calculated based on both engine displacement and power output. From April 2026, individuals importing cars from EAEU countries pay full commercial recycling fees. Without payment, the electronic vehicle passport (ЭПТС) is not issued. The fee is indexed upward 10–20% annually through 2030.
